Ramsay Health Care Australia is seeking an experienced Program Manager to lead the delivery of our critical Workforce Optimisation stream.
Location: Sydney NSW – Hybrid
Full-time maximum term 2-year contract.

In this pivotal role, the Program Manager will be directly accountable for the end‑to‑end delivery and integration of all initiatives within this program.
You will provide leadership, governance and oversight across a diverse portfolio of projects, including:
• Implementation of the new Roster, Scheduling and Time & Attendance (RoSTA) system
• Enhancement of rostering practices and the design of a new roster operating model
• Agency workforce reduction initiatives
• Talent, career pathway and capability development programs
• Development of strategic workforce analytics to support data‑driven decision‑making
Key Responsibilities:
• Lead overall program direction, ensuring clear governance and effective management of interdependent projects.
• Deliver measurable improvements in workforce efficiency, cost management and employee experience across the program.
• Develop and maintain the program roadmap, proactively managing program‑level risks, issues, resourcing and dependencies.
• Monitor KPIs and benefit realisation, driving continuous improvement and embedding innovation across all initiatives.
• Build strong stakeholder engagement and ensure consistent, high‑quality communication across multiple sites and diverse stakeholder groups.
• Ensure all program outcomes align with Ramsay’s strategic priorities and uphold The Ramsay Way values.

Essential
• Tertiary qualification in business, health administration, or a related field.
• Demonstrated experience in program management, leading large-scale, multi-initiative transformation programs in complex organisations.
• Strong commercial acumen, with expertise in financial management, benefits tracking, and linking workforce initiatives to operational and financial outcomes.
• Proven ability to engage and influence stakeholders at all levels, including executive sponsors, operational/clinical leaders, and frontline managers.
• Experience in workforce planning, rostering, and optimisation, ideally within healthcare or similar regulated environments.
• Advanced change leadership skills, with a track record of delivering sustainable change across decentralised, multi-site environments.
• Proficiency in project and program management methodologies (e.g., Agile, PRINCE2).
• Demonstrated experience with change management practices to enable successful adoption, embedment and sustainability
• Strong analytical and problem-solving skills, with the ability to leverage data and analytics to drive decision-making and continuous improvement.
• Experience managing risks, compliance, and audit readiness in workforce-related programs.
• Demonstrated ability to manage program-level risks, issues, and dependencies, and to lead program steering committees and governance forums.
• Experience in digital transformation, including the implementation of technology-enabled change, automation, or AI in workforce management.
Desirable
• Experience with digital transformation, automation, or AI in workforce management.
• Familiarity with workforce management (WFM), human capital management (HCM), and time & attendance systems.
• Experience benchmarking workforce practices against industry standards and incorporating best practice into program design.
• Ability to design and deliver capability uplift and training programs.
• Experience fostering a learning culture, supporting skills development, and leveraging predictive analytics for workforce planning.
