Ramsay Health Care Australia is seeking a dedicated Roster Operating Model Lead to drive significant transformation within our Workforce Optimisation stream.
Flexible work practice – Hybrid 
Sydney NSW Location 
Full-time maximum term 2-year contract

Workforce optimisation is one of Ramsay’s key strategic priorities, and we are undertaking a multi‑year transformation to enhance rostering practices, modernise our operating model, and implement technology that enables smart and sustainable workforce management.
In this important role, you will collaborate with a wide range of stakeholders to design and deliver a new workforce operating model that aligns workforce planning, operational needs, contemporary rostering practices, and financial performance.
As the Roster Operating Model Lead, you will drive complex, enterprise‑level change across multiple hospitals and a large, multidisciplinary workforce, ensuring consistent, scalable and sustainable ways of working.
 
Key Responsibilities:
 
• Define, design and lead implementation of the new rostering operating model.
• Design and implement governance structures to optimise labour resources and support consistent, scalable rostering practices.
• Lead the development of a workforce operating model that integrates planning, operations, rostering, and financial performance into a cohesive, enterprise‑wide framework.
• Champion and embed continuous improvement initiatives to enhance workforce efficiency and operational effectiveness.
• Lead complex change management across multiple sites, ensuring adoption, alignment, and sustained behavioural change.
• Engage effectively with diverse stakeholders including hospital managers, People, Finance, Operations, and Technology teams, building strong relationships that drive collaboration and shared ownership.
• Build a compelling change narrative and secure organisation‑wide buy‑in by articulating the case for change and its measurable benefits.
• Support hospital leaders through the transition process, providing coaching, guidance, and tools that enable successful implementation.
• Design Proof of Concepts (POCs) to enable successful implementation and change management, testing solutions, validating assumptions, and informing scale‑up decisions.
 
About you
 
• Proven experience in designing and implementing operating models, particularly within complex organisations.
• Strong understanding of workforce planning, operational needs, and financial management.
• Demonstrated ability to lead and manage large-scale change initiatives.
• Excellent stakeholder engagement and communication skills.
• A proactive approach to continuous improvement and problem-solving.
• A commitment to 'The Ramsay Way' – People caring for people.
 
Essential 
 
• Tertiary qualification in business or related field.
• Proven ability to engage stakeholders and build consensus across finance, operations, and other functions.
• Strong commercial acumen, with expertise in financial modelling, variance analysis, and linking labour inputs to operational outcomes.
• Experience designing and implementing hybrid or centralized workforce/rostering models in large, complex organizations.
• Demonstrated skill in workforce planning, interpreting enterprise agreements, and identifying operational inefficiencies.
• Ability to translate frontline needs into technology requirements, ideally in healthcare.
• Proficient in documenting, analysing, and redesigning operational workflows and systems.
• Strong project management skills, delivering outcomes on time and within budget.
• Track record in piloting and scaling new operating models, including proof-of-concept management and impact evaluation.
• Advanced change leadership, influencing adoption across decentralized, multi-site environments.
• Experience managing resistance and building coalitions for change, including with unions and clinical leaders.
• Knowledge of WFM, HCM, and time & attendance systems, including system selection, implementation, and integration
 
Desirable
 
• Ability to leverage data analytics and reporting tools to drive decision-making, monitor KPIs (e.g., shift fill rates, overtime, unplanned leave), and support continuous improvement
• Experience with automation, AI, or digital transformation in workforce planning 
• Demonstrated ability to use data and analytics to drive operational decisions, optimise workforce deployment, and measure project impact.
• Experience benchmarking rostering practices against industry standards and incorporating external best practice into project design.
